About ministry

By the Decree of the President of the Republic of Uzbekistan dated February 1, 2019, No. PF–5647 “On measures for the radical improvement of the system of state administration in the field of transport,” the Ministry of Transport of the Republic of Uzbekistan and its regional departments were established on the basis of the Uzbekistan Automobile Transport Agency.

Duties and functions of the Department

The main duties and functions of the Department are as follows:
– effective implementation of the tasks and functions assigned to the Ministry within the territory of the region;
– control over compliance with the legislation in the field of transport and road management.

The Department performs the following functions:

  1. submits proposals for the development of new regulatory and legal documents and for amendments and additions to existing ones concerning the organization and ensuring the safety of transport operations and transport facilities, and monitors compliance with them by administrative bodies and business entities;

  2. submits proposals for the effective use of existing international transport corridors and the establishment of new ones;

  3. participates in the development and implementation of comprehensive programs and concepts for the development of transport and road management, as well as measures to ensure their safety;

  4. organizes, in the prescribed manner, the work of the commission for conducting open tenders to allocate urban, suburban, and intercity (intra-regional) passenger transport routes;

  5. in emergency situations, and also during the period between the loss of the right to service routes by one carrier and the selection of another carrier on a competitive basis, temporarily grants authorized carriers the right to fully or partially service the specified routes (without a tender);

  6. by agreement with the Samarkand Regional Department of Internal Affairs Traffic Safety Division (IIBB YHXB), opens (closes) and modifies urban and suburban bus and route taxi routes in the Samarkand region based on applications from individuals and legal entities;

  7. organizes dispatch and administrative control over the activities of motor carriers, bus stations, terminals, compliance with movement schedules and timetables, monitoring of traffic speed, routes, tariffs, and observance of drivers’ work and rest schedules;

  8. considers proposals from local state authorities and the public concerning the activities of transport and road management, and summarizes and submits them to the central office of the Ministry;

  9. carries out an inventory of passenger route stopping points and submits proposals to the central office of the Ministry for the construction, reconstruction, and repair of bus stops;

  10. ensures the issuance, in the prescribed manner, of permits for industrial enterprises to allow their rolling stock to enter public railways;

  11. carries out the licensing of passenger and freight transportation by motor transport and maintains a register of licenses and license sheets;

  12. in accordance with the Law of the Republic of Uzbekistan dated August 30, 1996, No. 278-I “On regulating free use of urban passenger transport,” issues unified certificates granting the right of free travel to certain categories of citizens (excluding route and non-route taxis);
    keeps an annual inventory of persons entitled to free travel in urban passenger transport (excluding route and non-route taxis);

  13. after the submission of quarterly financial reports by carriers, prepares preliminary conclusions, in coordination with relevant local government authorities, regarding the amount of actual losses to be reimbursed based on the results of the previous quarter;

  14. submits proposals to law enforcement agencies to hold accountable those responsible for failing to fulfill the obligation of mandatory insurance of civil liability for damage caused to the life, health, and (or) property of passengers by carriers;

    Exercises control over:

    – the fulfillment by carriers of the obligations of mandatory insurance of civil liability for damage caused to the life, health, and (or) property of passengers;
    – compliance with licensing requirements and conditions;
    – the availability of license sheets for vehicles engaged in passenger and freight transport;
    – the targeted use of funds allocated from the Transport and Logistics Development Fund under the Ministry of Transport of the Republic of Uzbekistan for financing the construction, reconstruction, and repair of passenger bus terminals, bus stations, and bus stops on public passenger routes managed by local executive authorities, as well as the spending of funds allocated for material incentives for Department employees;
    – compliance with the requirements of the permit issuance system for international road transport;
    – compliance with vehicle weight and dimensional parameters.

The Department may also perform other functions in accordance with legislation.

Rights and responsibilities of the Department

To fulfill its assigned tasks and functions, the Department has the following rights:
– to request and receive, free of charge and in the prescribed manner, information necessary to address issues within its competence from state and economic management bodies and local government authorities;
– to submit proposals to state and economic management bodies and local government authorities on issues within their competence.

The Department is responsible for:

  1. ensuring the effective implementation of the assigned tasks and functions;

  2. the quality of documents and proposals submitted to the Ministry, as well as the quality and final outcomes of draft decisions being implemented;

  3. preparing proposals for the development of the regional transport and road management sector based on a comprehensive and in-depth analysis and generalization of identified problems;

  4. effective implementation of programs, action plans, “road maps,” and other program documents aimed at developing the regional transport and road management sector and solving existing problems;

  5. protecting the rights and legitimate interests of citizens and business entities and ensuring their observance.
