The "Fair Justice — 2030" strategy serves to elevate human dignity in New Uzbekistan.
On August 14, 2026, the President of the Republic of Uzbekistan adopted Decree No. PF-160 "On the Strategy for Building in New Uzbekistan a People-Oriented and Fair Judicial System that Reliably Protects Human Rights — 'Fair Justice — 2030'."
This Decree approved the "Fair Justice — 2030" strategy for building a people-oriented and fair judicial system in New Uzbekistan that reliably protects human rights, as well as the action program for implementing this strategy for 2026–2028.
According to paragraph 3 of the Decree, in order to further increase the objectivity and efficiency of the review of court decisions, interregional courts will be established starting July 1, 2027. Interregional courts, covering general-jurisdiction court branches, will be established in 5 regions of the republic — namely, the Republic of Karakalpakstan and the Kashkadarya, Samarkand, Tashkent, and Fergana regions. These interregional courts will have the authority to review, through a supervisory procedure, cases already examined on appeal or cassation by regional and equivalent courts, and to review on appeal or cassation the cases they themselves examine at first instance.
According to paragraph 6 of the Decree, in order to further increase citizens' access to justice — particularly to expand judicial protection for residents of remote areas — it has been determined that from 2027 to 2030, district and city civil courts will be established in all regions within the existing staff units of the judicial system.
In doing so, factors such as population size, the volume and dynamics of incoming cases, judges' workload, regional characteristics, and access to justice will be taken into account.
Furthermore, according to paragraph 17 of the Decree, in order to resolve economic disputes promptly and fairly and to save time and costs for business entities and investors, starting January 1, 2028, a "Proactive Case Management" standard for economic cases will be introduced, obliging judges to take measures to eliminate minor (formal) deficiencies identified during case proceedings.
In addition, by reforming, on the basis of the Supreme Court's "single window" principle, the institution of returning a claim (application), access to the courts is to be simplified. In particular, in civil, economic, and administrative court proceedings, the ground for returning an application on the basis that "the case does not fall within this court's jurisdiction" will be abolished; instead, the court itself will transfer the application to the appropriate court, and a procedure will be introduced for accepting a claim (application) filed with minor (formal) deficiencies while resolving those deficiencies with the court's active assistance.
According to paragraph 14 of the Decree, in order to create modern, standard-based conveniences for citizens and business entities applying to the courts, reduce bureaucracy in court operations, and ensure transparency, service offices based on the "single window" principle will be gradually set up at the entrances of court buildings by 2030. Through these offices, the public will be provided with necessary information in one place, given organizational assistance with procedural applications, have their requests processed promptly, and receive practical support in using digital court services.
These procedures, to be introduced going forward, will serve to elevate human dignity in New Uzbekistan, prevent unnecessary hassle for citizens and business entities, save their time and money, and raise the judicial protection of their rights, freedoms, and legitimate interests to a qualitatively new level.
